KURYENTE!!!!!!!!!

Just this morning, i was told by my classmates that plugging-in of laptops and other electronic gadgets outside the NODAL Center of the university is already prohibited. Is that true? WHAT THE... Maybe because of the narrow corridor hehehe.


If that's the case, I would like to raise a proposal that we, the students of the Institute of Computing will have our own computer room/ library where we will have a safe and cozy place to study and make our programs. We already have a computer room but it does not suffice our needs. We want a room filled with programming books where we can study and and use our laptops and other electronic gadgets.

Assignment 9:Definition of Human Resource / Personnel Management


1. Personnel Management is the planning, organizing, directing, and controlling of the procurement, development, compensation, integration, maintenance, and separation of human resources to the end that individual, organizational, and societal objectives are accomplished.

Personnel Management by Edwin B. Flippo

In this definition, personnel management has been defined well in this book because the scope is not only limited in the accomplishments of the organization’s objectives but most importantly, it covers the societal objectives that may be attained with good personnel management.

2. Human Resource Management is a modern term for what has traditionally been referred to as personnel administration or personnel management. However, some experts believe human resource management differs somewhat from traditional personnel management. They see personnel management as being much narrower and more clerically oriented than human resource management.

The definition above focuses more on the difference between the Human Resource Management and Personnel Administration/ Management terms. It was stated in the definition that experts see personnel management as a narrower term and the scope of the human resource management has not been clearly stated.

3. Personnel Administration is the process of supporting the attainment of organizational objectives by continually acquiring, developing, and effectively utilizing the human resources in the organization.

Personnel Management: A Situational Approach by Donald P. Crane

Personnel Administration may also refer to personnel management. However, the latter is the most widely used term as what I read on the fourth definition.

The definition above is almost the same as the definition in the first number, which is Personnel Management. The only difference is the scope of Personnel Administration, which is limited only in the accomplishments of the objectives of the organization and does not go beyond the organization.

4. Personnel Management refers to the handling, directing, and controlling of individual employees rather than of employees as a group. It deals with individual relationships, including employees’ problems with management; i.e., the relationships of management with employees as non- organized groups. It covers the acquisition and retention of competent employees through proper recruitment, selection, placement, utilization, and development. Employee relations and personnel administration are sometimes used to mean personnel management, which is the most widely used term.

This definition showed how proper personnel management is being done which was stated in the first sentence. The definition does not only cover what is in employee – management relations but it also showed the scope of the roles of the human resource department which spans from recruitment to employee movements.

5. Human Resource Management is the art and science of acquiring, motivating, maintaining and developing people in their jobs in light of their personal, professional, and technical knowledge, skills, potentialities, needs and values and in synchronization with the organization philosophy resources and culture for the maximum achievement of individual, organization and society’s goals. The process implies the five functions of management, which are planning, organizing, staffing, directing and controlling. Human Resource Management deals only with people so that they can manage the other resources within their domain of responsibility efficiently and effectively.

If I were to rate the definition from 1-5 where one (1) is the highest, I will give two (2) to this definition of human resource management because it viewed human resource management as both a science and an art. Moreover, the author gave further details about the topic unlike how human resource management was defined in number 2 where it was viewed as a modern term for personnel administration or personnel management. Lastly, the definition showed the scope, functions and responsibilities of human resource management.

Assignment 8

Task:

Interview a personnel/human resource manager on his concept on the nature, scope and role of human resource management. Do you agree with him? Explain. Is his concept similar to that of the management of his organization? If not, ask him how the differences are settled.


We had a hard time looking for an HR personnel to interview because most of the HR personnelof the companies we visited months ago had gone out of town. So, to answer our assignment 8,we sent an email to Ms. Gerlie P. Sayon of DcTech stating the question for our 8th assignment.

According to her, the Human Resource functions includes a variety of activities, and key among them is deciding what staffing needs you have and whether to use independentcontractors or hire employees to fill these needs, recruiting and training the best employees, ensuring they are high performers, dealing with performance issues, and ensuring your personnel and management practices conform to various regulations.

Activities also include managing your approach to employee benefits and compensation, employee records and personnel policies. However, they should always ensure that employees have -- and are aware of -- personnel policies which conform to current regulations. These policies are often in the form ofemployee manuals, which all employees have.

Her concept about HR function are similar with what is in the organization right now. As an HR personnel she must perform all the function that is expected of her.

I agree with what maam Gerlie P. Sayon said, because Human Resource Management is about being practical by choosing the best employees who can fill what the company needs. You cannot just hiresomeone who is incompetent or someone who does not fit the job right? Moreover, Human Resource Management is not just about hiring and training employees to be the best but you also need to know their attitudes because a talent without an attitude is nothing. Furthermore, you as a person should know and give what your employees need, like salary and benefits. Lastly, you need to have good relationship with your employees not only to have a good working environment.

September 9,2008

We had our first company visit for our major paper. They gave us the company’s organizational chart. I asked him if we can have the completely organizational chart but he said that it would take too much time to explain the functions of all the company divisions that is why, we focused on the Human Resource Department and explained to us the functions of every division and its personnel.

We started making our major paper but we really do not know where to start. However, we managed to finish some parts of the major paper.

This afternoon, my group mates and I started making the interface of our HRIS proposal using Visual Fox Pro 9.0. Honestly speaking, we had a hard time designing our interface because we only have little knowledge in making a form. Thanks to Mr. George Dan Duran for helping us. Before we went home, we divided our tasks so that the time will not be wasted. By the time I went home, I continued making the interface for the sourcing section of the Human Resource Division.

Before I went to school, I started encoding the description of Concentrix’s organizational chart. Later that morning, my group mates and I spent the whole day in school making our HRIS interface and the organizational chart hoping that we will be able to finish it by Sunday so that we will be able to have our first consultation with Sir Randy Gamboa. We spent the whole night making the interface of our HRIS and took turns on finishing it so that we will be able to rest for a while.



September 21, 2008


John Manlangit and I woke up by 3:30am and started connecting the interfaces my group mates and I had made because we used two computers to be able to have a fast progress. I was still sleepy when connecting the interfaces. By 5:00am, I started running the interfaces and encoding fake records in it in order to print the interfaces in a word document. I really had a hard time encoding fake records and printing the interfaces because some words on the interfaces were not spelled correctly and some interfaces have tabs that were not supposed to be connected. That is why I have to do it over again. We started printing the document. Unfortunately, we were not able to print the introduction because we ran out of ink.



September 22, 2008


John Manlangit and I went to Sir Gamboa and asked for a consultation. Sir Gamboa was asking for our HRIS proposal and I said to him that those snapshots were already the interfaces of our HRIS proposal.J

Then he told us that the draft was ok however, we have to make an ERD for every page or tabs of the interface and to explain one by one everything that is in the interface.


Later that afternoon, my group mates and I were supposed to visit our company for consultations about the proposal. Mr. Brizuela told us that we will just meet in USEP because he will come to the USEP Guidance Office, we saw him and unfortunately, he seemed so busy .

John Manlangit and I called Mr. Brizuela and asked him if we could talk to him about our proposal. Unfortunately, he told us that he will be going out of town later this week until the next week. Later that night, John Manlangit and I together with Anthony Rigor, an IT student went to my place and asked him if he could help or give us ideas or suggestions about our proposal.

BPO Recruitment and Human Resource Forum

August 29-31

A jobs fair and forum was held last week at the Legislative building by the BPO companies. Etelecare Global Solutions, MTC, Cybercity Teleservices, Concentrix, Surecruit and many more were there to recruit applicants who are interested to get the job.

A forum was also held at the City Treasurer's Office waiting area. Majority of the speakers were from the different BPO companies giving us an orientation about how it is to work in call centers and other BPO companies. They told us about the job descriptions and compensations of their employees.

Moreover, there was a forum for teachers and guidance counselors - i forgot the title but it's about guiding the students and helping them find jobs by the time they graduate.

JULY 2008

We were to adopt a company for our case study in Human Resource Management as our project. I really do not know what our case study would be all about and what we are going to do when we visit our adopted company. However, we were given a course outline that we can use as a guide for our topic to be shared to the class at the end of the month or in the first week of August maybe, because of that, I was able to get an idea about what our case study be.

JULY 16 2008

After having more or less 15 letters signed by our professor, dean and finally, director of the Office of The Student Services, we went to several companies to give our letter asking permission to conduct a case study for the company. We really had a hard time waiting and calling them for our letters to be approved. We were desperate then and continued giving more letters to different companies, but after 2-3 weeks, we finally received a positive reply - an approval from the Synnex-Concentrix Corporation located at Damosa IT- Park, Lanang Davao City.

When we were giving letters to the companies, what I have in mind is that I am applying for a job even though I am just going to conduct a study. Moreover, I realized how difficult it is to apply for a job.

JULY 24, 2008

Finally, we went to Concentrix and made an interview with Mr. Lou Joe S. Cainday of the Human Resource – Organizational Development. We had a nice time talking to him. He gave us a lot of information about their company – I will not enumerate because it is too many to mention. However, he did not share any information which were too confidential for their company and unfortunately, we were not allowed to observe their HRIS since everything that were encoded in the system are highly confidential. Nevertheless, we were thankful for letting us spend a time with them. We even got a chance to take a tour inside their office.

•Trainings

“In training, 7.74 million took technical and vocational courses over the last seven years, double the number in the previous 14 years. In 2007 alone, 1.7 million graduated.” - PGMA

This agenda of PGMA helped underprivileged students to graduate in any technical and vocational courses and will not leave them jobless in order for them to provide the necessary needs of their family and to deal with the economics crisis. If this project will continue, more and more underprivileged students will be able to avail such trainings.

•Pensions, Housing Loans, Health Insurances

“GSIS pensions have been indexed to inflation and have increased every year since 2001. Its salary loan availments have increased from two months equivalent to 10 months, the highest of any system public or private—while repayments have been stretched out.Pag-Ibig housing loans increased from P3.82 billion in 2001 to P22.6 billion in 2007. This year it experienced an 84% increase in the first four months alone. Super heating na. Dapat dagdagan ng GSIS at buksan muli ng SSS ang pautang sa pabahay. I ask Congress to pass a bill allowing SSS to do housing loans beyond the present 10% limitation.Bago ako naging Pangulo, isa’t kalahating milyong maralita lamang ang may health insurance. Noong 2001, sabi natin, dadagdagan pa ng kalahating milyon. Sa taong iyon, mahigit isang milyon ang nabigyan natin. Housing loans will ease the employee’s burden of paying monthly house rents if they have their own house and will be able to save money in order for them to provide the needs of their family. Pension by GSIS and SSS will provide not only the retired employees and their beneficiaries the necessary allowance for their needs, medical concerns, and even death. Lastly, health insurances were provided by the government with the help Philhealth. This will ensure that employees and their beneficiaries will be able to avail cheaper medicines, hospital bills and other medical needs not only during employment but until they retire. This shows that the rights of the employees are not neglected and they will be encouraged to work hard knowing that in the future, they will receive benefits.

•Jobs

“Our P 350 million training partnership with the private sector should qualify 60,000 for call centers, medical transcription, animation and software development, which have a projected demand of one million workers generating $13 billion by 2010.” - PGMA

This will not only provide one million jobs for jobless Filipinos not also this will help them deal with poverty and economic crisis.

I just hope that she will fulfill her promises and that the Filipino people will help themselves to improve their quality of life!

HUMAN BEINGS

“Human beings are the most important, potent and critical resource of any organization, and yet the least understood and the worst managed of its resources.”

What is a school without teachers or students, a business without customers and a company without a workforce? Any organization will not exist without human resources because they are the ones who create and run the organization. They are responsible for a company’s survival or sometimes, a reason for its downfall. Employees know what is best and what is bad for the company compared to advanced technology that does not have its own knowledge and is not capable of decision-makings.

However, now that we are living in a world where most companies use advanced technology to develop efficiency in their employees’ work, there is little or no importance given to them. Because of these advanced technology, companies depend more on machines and softwares that replaces some responsibilities of their employee that is why, there is less need for manual labor. There is an advertisement from a telecommunication company that endorses the use of internet and other communication devices and softwares that is capable of doing human work and saying “Iwas hassle, iwas errors”. Furthermore, too much dependency to these machines and softwares, human resource mismanagement is visible in the companies like for example, when computer systems crash down, databases that contain the even then most confidential records of their employees or of the company could be lost. Aside from the decrease of manual labor and mismanagement, there exists union busting which is rampant because they treat unions as threats to the company. Moreover, there is deprivation to the employees’ rights like for example, they suffer from force labor but they receive very low salary, others are working overtime but they do not receive overtime payments, these are the situations of most workers and other people living below the poverty line. Lastly, there are delays in giving non-wage benefits for those working or retired employees especially nowadays that corruption is lurking everywhere which is made easy by using modern technology.

There is nothing wrong with using technology in our daily lives but we must remember that there is more important resource than technology, HUMAN BEINGS.

Why is Human Resource Management included in BSIT and BSCS curriculum?

In my own understanding, the subject Human Resource Management is included in the BSIT and BSCS curriculum in order for students to have knowledge of what Human Resource Management is. Moreover, if they will be managing a company’s workforce, they will already know what do to and how to deal with situations that could damage the company or the employee’s image.

Lastly, with the students’ knowledge in human resource management, they will be able to create softwares that does not only make the company’s or employees’ records more manageable and to secure their records. They also create programs that will increase convenience and employees’ work efficiency.

21st Century Corporations


We are now living in the century where technology is fast-changing and because of technology, our way of living also changed. 21st century corporations also improved. In terms of their infrastructures, they use architectural designs that will not only make their offices attractive but also, to ensure most especially, the protection of their employees by following the recommended safety standards in their buildings.
In line with their human resource management, they have state of the art facilities installed with the latest softwares that are capable of storing and preserving the confidentiality of their corporation’s as well as their employee’s informations to prevent any circumstances that could lead to the downfall of the corporation or company. There are some companies which used punch cards for the employee’s timing in and out of the office were replaced with fingerprint scanning which is convenient and impossible to fake. Examples of which are hotels. Moreover, they will have globally competitive employees who are able to work under pressure. They give importance to the rights and privileges of their employees to make them stay and to make them do their best in doing their work. However, here in the Philippines, a number of companies undergo downsizing because of the bad economy.
Lastly, with the help of modern technology, the 21st century corporations will be able to become more efficient in improving the quality of their products in order for them to serve their customers, gain good profit and become competitive. Time will come, those corporations that use modern technology will become GIANTS in the business world.

Assignment # 3: Human Resource Downsizing

Downsizing is a commonly used euphemism which refers to reducing the overall size and operating costs of a company, most directly through a reduction in the total number of employees. When the market is tight, downsizingdownsizingdownsizing is extremely common, as companies fight to survive in a hostile climate while competing with other companies in the same sector. For employees, downsizing can be very unnerving and upsetting.

We really cannot deny the fact that a lot of companies are downsizing their workforce in order for them to gain profit. Sometimes, downsizing is the last resort to save the company. BMW is an example of a company that has downsized it's workkforce several times.

1956

Due to meager sales of the newly released models and economic decline, BMW laid off 600 of its employees due to economic decline shrinking motorcycle production from 23,531 in 1955 to 15,500 in '56. With warehouse surplus for the bigger machines growing and the oil shortage caused by the Suez Crisis compounding matters, BMW shifts its focus to fuel-efficient machines.

Thousands Of BMW Workers Temporarily Laid Off
LONDON -- Unite members at BMW in Cowley have temporarily been laid-off because of Spanish fuel protests.3,000 workers at the site in Oxfordshire were sent home on full pay on Friday 13th June, in line with the Working Time Account when production ground to a halt after component parts they rely on could not be shipped from the continent.

The Working Time Account allows members to bank hours and also in situations like these they can go in to deficit. Contractually they can owe up to 200 hours but must pay these hours back to BMW at a later stage.

"Although our members are getting paid this is a very frustrating situation for them. No one wants to owe hours as they will have to make these up,” said Ray Dillon, Unite Regional Official."This proves that relying on shipments of parts from abroad is risky and that moving manufacturing to Europe to save money does not always pay off," he continued.

Production staff were turning out 49 cars per hour. BMW has lost 45 hours of production and in excess of 2,000 cars this weekend.
The shipment Cowley is waiting on contains rear lights and brake pads.
